Black Hills Strikes Again
PUC Commissioner Frances Koncilja stood up for Pueblo on the recent Black Hills Energy rate increase request now it’s our turn to stand up for her! Unfortunately BHE has filed a motion for a rehearing on the Phase One rate increase request and they’ve also asked to have Commissioner Koncilja to be recused from the case!

Let them know that Pueblo utility rate payers support Frances Koncilja in her work at the Public Utilities Commission. She is doing her best to promote the mission of the PUC which is to serve “the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably-priced services consistent with the economic, environmental and social values of our state.”
She has called out the investor owned utility, Black Hills Energy on their predatory practices. Her language is not too strong. It is honest. She is spot on and tells the truth about the egregious policies and practices which leads to the loss of electricity for more than 7,000 households in Black Hills Energy territory—-annually.
She should not be recused from the Black Hills Rate Case and further more as the senior member of the Public Utilities Commission should also be the chair of the Commission.
Tell Governor Hickenlooper to stand up for the people of Southern Colorado and support Colorado constituents in Black Hills Energy territory by standing up for Frances Koncilja!
